Job Summary
The HR & Admin Officer runs backend operations at Contour Operations: recruitment, payroll, government compliance, employee records, and office administration. You report to the COO and work from the Iloilo office on a day shift. Accuracy and timeliness are the core requirements of this role: every employee must be properly registered, paid on time and correctly, and every government filing must land before its deadline.
Primary Job Responsibilities
- Recruitment: Post openings on JobStreet, Facebook Jobs, Indeed, and LinkedIn; screen applications; schedule interviews; administer skills tests; prepare offer letters; conduct background and reference checks
- Payroll and compensation: Process semi-monthly payroll (gross pay, mandatory deductions, net pay), calculate and accrue 13th month pay, prepare payslips, reconcile against bank reports, and produce the year-end BIR alphalist
- Government compliance: File monthly SSS, PhilHealth, and Pag-IBIG contributions; register new employees with each agency; file withholding tax returns; maintain audit-ready records with zero late submissions
- Onboarding and offboarding: Process employment contracts, NDAs, government registration, and system setup; maintain employee records; coordinate HMO enrollment after probation; handle final pay and clearance forms
- Employee requests: Handle leave processing, employment certificates, and pay queries
- Office administration: Manage office supplies, process vendor invoices, maintain equipment records, coordinate IT support, and handle utility payments
Qualifications
- Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field
- At least 1 year of experience in payroll processing, HR administration, or government compliance
- Working knowledge of Philippine labor law (wages, mandatory benefits, leave entitlements, termination)
- Familiarity with SSS, PhilHealth, Pag-IBIG, and BIR filing processes and deadlines
- Proficient in Microsoft Excel (payroll computations) and Word
- Strong attention to detail, especially with numerical data and compliance deadlines
- Professional written and spoken English and Filipino
- Bonus: Experience with Odoo or similar ERP/HRIS systems
- Bonus: Background in a BPO, staffing agency, or outsourcing company
- Bonus: Familiarity with BIR e-filing (eFPS) and online government portals
- Bonus: Experience processing payroll for 20 or more employees
- Bonus: Basic understanding of Philippine accounting standards
