Job Summary
The HR & Admin Officer is responsible for all backend operations: recruitment, payroll, government compliance, employee records, and office administration. You ensure that every employee is properly registered, paid on time and correctly, and that all government filings are submitted without delays. Accuracy and timeliness are the core requirements of this role.
Key Responsibilities
Recruitment
- Post job openings on JobStreet/Seek, Facebook Jobs, Indeed, and LinkedIn
- Screen incoming applications against job requirements; shortlist qualified candidates
- Schedule and coordinate interviews; administer skills tests
- Process job offers: prepare offer letters, negotiate start dates, collect pre-employment documents
- Conduct background checks and reference verification for all new hires
- Maintain recruitment tracker and report pipeline status weekly
Payroll & Compensation
- Process semi-monthly payroll: compute gross pay, mandatory deductions (SSS, PhilHealth, Pag-IBIG, withholding tax), net pay
- Calculate and accrue 13th month pay; process annual disbursement
- Prepare payslips and distribute to employees
- Reconcile payroll records with bank disbursement reports
- Maintain payroll records and prepare year-end BIR alphalist
Government Compliance
- Prepare and file monthly government contributions: SSS, PhilHealth, Pag-IBIG
- Register new employees with SSS, PhilHealth, Pag-IBIG; process government ID applications
- File monthly withholding tax returns and quarterly returns
- Maintain organized files for audits: contribution records, remittance receipts, employee registrations
- Track all filing deadlines; ensure zero late submissions
Employee Administration & Onboarding
- Process onboarding: employment contracts, NDA signing, government registration, system setup
- Maintain employee records: personal info, contracts, leave balances, government IDs
- Handle employee requests: leave processing, employment certificates, pay queries
- Process offboarding: clearance forms, final pay computation, government continuation forms
- Coordinate HMO enrollment for employees completing the probationary period
Office Administration
- Manage office supplies procurement and inventory
- Process vendor invoices and coordinate payments
- Maintain equipment records and coordinate IT support
- Handle utility payments and office maintenance
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, Accounting, or related field
- At least 1 year of experience in payroll processing, HR administration, or government compliance
- Working knowledge of Philippine labor law: wages, mandatory benefits, leave entitlements, termination
- Familiarity with SSS, PhilHealth, Pag-IBIG, and BIR filing processes and deadlines
- Proficient in Microsoft Excel (payroll computations) and Word
- Strong attention to detail, especially with numerical data and compliance deadlines
- Excellent organizational skills and ability to manage multiple processes
- Professional communication skills in English and Filipino
Preferred Qualifications
- Experience with Odoo or similar ERP/HRIS systems
- Experience in a BPO, staffing agency, or outsourcing company
- Familiarity with BIR e-filing (eFPS) and online government portals
- Experience processing payroll for 20+ employees
- Basic understanding of Philippine accounting standards
